Energy Market Update: How will the New DC Solar Mandates Impact Your Energy

The DC Council recently passed legislation to increase the amount of local solar required under the District’s renewable portfolio standard (RPS). AOBA successfully secured a date certain, guaranteeing the bill will go into effect March 1, 2023 or when Congress enacts it, whichever is later. AOBA successfully lobbied for a three year “grandfathering” provision in the bill.

AOBA members and Alliance participants now have time to prepare for the changes, as well as realign their energy budgets and energy contracts.

BACKGROUND

Under current law, 10% of electricity in the city must come from solar panels in the District by 2041; the bill increases that to 15%. Additionally, the legislation increases and extends the penalty levied on electricity providers that don’t meet the requirement (Alternative Compliance Payment or ACP).

AOBA’s utility and government affairs teams aggressively lobbied to temper the increase and extension of the ACP.  The bill was also set to go into effect January 1, 2023, before enacted by Congress.
