Member Input Requested: DC Council to Hold Hearing on Changes to Property Manager Licensing

On November 9, the Committee of the Whole will convene a public hearing on Bill 22-396, the “Property Manager Licensing Amendment Act of 2017,” which will amend the property manager licensure requirements in DC.

While this legislation seeks to ensure that all individuals engaged in managing properties are licensed by clarifying the scope of practice and defining who must hold a property manager license, the legislation raises many concerns for our industry. In particular, the legislation removes from law a current provision that allows licensed real estate brokers to automatically meet the educational and examination requirements for the property manager license. Additionally, the broad language of the legislation would make it applicable to leasing agents and maintenance technicians.

It is important that we hear from members on how this will affect your existing property managers and practices. Please contact Kirsten Williams to voice your concerns.
