DC TAX POLICY COMMITTEE MEETING

Special Guest: Jeffrey DeWitt, Chief Financial Officer for the District of Columbia
Mr. Dewitt was first appointed as the District’s Chief Financial Officer in 2014. Prior to serving as the District’s Chief Financial Officer, Mr. DeWitt worked in the Phoenix Finance Department since 1994, serving in several positions before becoming the Chief Financial Officer. He managed the finances of a city with a $3.4 billion annual budget and nearly 15,000 employees. Mr. DeWitt was renominated by Mayor Muriel Bowser on Feb. 2 to serve another term as the District’s Chief Financial Officer. At his Feb. 16 confirmation hearing, he testified regarding several changes of interest to AOBA members that have been implemented to date. These include:
- A comprehensive review of the commercial appraisal area leading to 13 recommendations to improve this area;
- The implementation of a new income and business tax filing system which includes a taxpayer portal (MITS Phases I and II);
- A new online process for clean-hands compliance certificates; and
- Upgrading policy analysis and forecasting tools for Real Property and Sales Tax Income Stream.
This meeting will be an opportunity to discuss a broad range of issues impacting members’ portfolios. Anticipated agenda items include, for example comments by the CFO on proposed changes, if any, to the real property assessment and income & expense form filing schedules; trends impacting valuations, revenue projections especially relating to the real estate industry feedback from AOBA members on the assessment of multifamily properties.
