Join the Maryland Government Affairs Committee for a webinar training by the Maryland Department of Community Development regarding Maryland Fair Chance Housing and Income-Based Housing Subsidy & Positive Reporting; both laws took effect on October 1, 2026. 

This is a follow-up from AOBA's July 27, 2026, webinar introducing AOBA members to their next steps prior to the effective date of these laws. 
Members can ask the Maryland DHCD questions about enforcement of the law, the timeline for drafting regulations, and any other concerns about implementation. 
As a reminder: 

Maryland Income-Based Housing Subsidies

Prohibits landlords from considering the income or credit score of a recipient of low-income housing subsidies (vouchers). Additionally, landlords must offer tenants the option to have their positive rental payments reported to consumer reporting agencies.

Maryland Fair Chance Housing

The Fair Chance Housing Act limits a landlord’s use of criminal background screening. It also requires a landlord to screen for income and credit and to extend a conditional offer of housing to the applicant before the landlord screens for criminal background.
